Have you installed USR according to

  sudo add-apt-repository ppa:sugarteam/ppa
  sudo apt-get upgrade
  sudo apt-get install ubuntu-sugar-remix

until mozilla and Ubuntu figure out what they are going to do about
xpcom we will be carrying it in out ppa.
