removing sugar .84 and .86 from lucid.

The ubuntu archive admins agreed to remove sugar .84 and .86 from lucic. http://packages.ubuntu.com/search?suite=lucid&searchon=names&keywords=sugar .

Until we get to the point were we can support multiple versions, their presence was pretty confusing to end users.  Looks like there is still some more clean up to be done in the Sugar archive, but we are making progress.
