well , sugar was designed to activiate frame from only corners (not
edges) as far as i can remember. but it can be made to do that.

To reproduce the bug follow these steps- 
1. Run sugar emulator.
2. Right click and then select my settings.
3. Make appropriate changes in the frame settings.
4. Move the cursor over the edges and the corners.

Resolution:- When the cursor is moved over the edges or corners the frame should be activiated.
