tested on usr
new findings on bug 10. function keys do not work to change views

1.open two windows.(sugar+lets say firefox)
2.press alt+tab to switch between windows.
3.now switch to sugar and try to use function key to switch between views.
   it doesnt work.
4.now press tab and then try to switch between views(it works)
