Status in “gnome-python” source package in Ubuntu: New
Binary package hint: python-gconf
/usr/lib/python-support/python-gconf/python2.5/gtk-2.0/gconf.so contains an RPATH setting, causing third party software like sugar-jhbuild to fail under certain circumstances .
Debians current opinion on rpath  seems to be that it should NOT be set, except under very rare circumstances.
Please note that the library search order mentioned in  seems to be incorrect: LD_LIBRARY_PATH does NOT override rpath, so (apart from modifying the installed library with chrpath) there's no workaround.
I haven't tested whether Debians packages contain the rpath setting as well, so it might be an upstream packaging bug.
Steps to reproduce:
1. install chrpath
2. chrpath -l /usr/lib/python-support/python-gconf/python2.5/gtk-2.0/gconf.so
no rpath setting
