Indeed, that package is _not_ maintained as part of Sugar packaging for 
Debian.

There is an overlap of people involved in Sugar packaging and in 
Debian-edu, but this specific package was made entirely by Debian-edu 
without coordinating with the Sugar packaging (and I have clarified to 
Debian-edu that I personally believe it is designed wrongly).
