[Bug 292731] [NEW] s-c-p's soft-restart returns user to GDM

Binary package hint: sugar

Reproduction steps:
Start sugar
Start the control panel by hovering over the XO charecter and selecting the panel
Go to "network"
Set the network string to anything
Press save
Press restart

On the XO, sugar quits and X restarts back into sugar. On Ubuntu, it
restarts to the GDM login screen.
