Sugar emulator on Ubuntu (Hardy 8.04.1) lacks Paint activity

As a work around you can download a bundle separately and place this on
the file system or a USB stick.

Journal should be able to install from an inserted USB stick by navigating
to the USB stick on the bottom bar of Journal, or you can use the terminal
activity and type something like:
sugar-install-bundle Paint-23.xo
