I'm uncertain about this, perhaps an upgrade, dist-upgrade,
full-upgrade, smart upgrade, does install recommended dependencies,
too. I usually build empty dummy packages with equivs

avoid unwanted installs or I use dpkg-divert.

It doesn't harm to use dpkg-divert.
