If you run

  cat /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor

the output should be "performance" for each core of your CPU.

If it shouldn't be "performance", then run

  echo performance|sudo tee /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor

Consider to post the output of

  /etc/init.d/rtirq status
