Take a look at the Ubuntu package search.

If you want to install another kernel flavour, you need to install the
meta package of this kernel flavour.

linux-lowlatency-lts-utopic (3.16.0.45.36)

Assumed you're using a 32-bit architecture, note that new Ubuntu
kernels are always build with PAE support, so assumed your CPU
shouldn't provide PAE information, you might need to use the forcepae
boot option and to install it you need to add the PAE flag to the
processor information stored in /proc/cpuinfo.

It might be, that your CPU can't be used at all. Assumed you're using
64-bit architecture, you don't need to worry about this issue.

However, why don't you want to stay with the linux-lowlatency flavour?
Are you just "version hunting" or do you need a kernel feature of the
newer kernels?

Will there be a tzdata upgrade or does the already installed tzdata
automatically correct itself?
