In the column to the right there is a green Button reading "Download File".

Firefox downloaded the ZIP-Archive to the Downloads Folder.
There I opened it using Dolphins ZIP-reader builtin and copied the
WaterBrushes folder to $HOME/.gimp-2.8/brushes
You do not need to use a Torrent-client or any other specialized
downloader: just use the http-download built into every sane browser
since the early 90ies ;-)
