I've run Ubuntu Studio on a Dell GX280 with P4, 2.8 ghz CPU, with 1.5 gigs
of memory, on-board audio, and whatever video card came with it for
recording audio. I was achieving less than 10msecs of latency while running
JACK, Ardour, Hydrogen, and Rakarrack while doing multi-track recording.
This setup probably wouldn't be very responsive for tons of digital
processing via plugins, but it does show some of the bottom end.
