I don't have a bottom frame... I got rid of it.  I have my menu bar and windows at the 
top.  All these kinds of settings are deep within gconf-editor or in the one of the 
folders named something like ~/.gnome2.  You shouldn't need to use those tools to find 
the look you want, though.
