To be sure the module has been built, make sure you have the fgrlx-kernel-source and xorg-driver-fglrx packages installed, and run this command to ensure the module is built for RT: sudo dkms -k 2.6.28-3-rt build  -m fglrx -v 8.600

Then try booting the RT kernel.
