too high latency

hallo
i can t get good performances in jack with latency < 23
i ve tried different combinations on jack setup but with no luck , whenever
i try to lower the latency i get crackles on the output
i am using a Centrino 1.4 with a Tascam 122 soundcard but it did the same in
an older AMD k7
it is obvious that it s not CPU related
i am not using any other software just connecting input to output and talk
on the mic
should the RT label be light yellow and not grayed out? (see the attached
screenshot)
