To whom do I submit menu translations?

Hi,



There was a thread on Ubuntu Forums asking for translation help.  By the time I had e-mailed back and forth to Thailand to decide on the right Thai words, the thread had closed.  Where do I send this information?  Also, how do I make sure my e-mail is encoding the characters in the right way?  A local Thai person I asked could not read anything I sent, it just came out as a series of numbers and # signs.
