I've gone ahead and updated the page for the project lead vote adding a
procedure for announcing your candidacy. I think it's high time for that
now, so we get that over with.

I'd like to announce that we are receiving candidates next week, if
there are no objections on things so far.

We still need to decide on how we do the actual vote in January, which
is just around the corner now.
