xfce-cpufreq plugin and upgrades

Scott you asked about both :)

The xfce-cpufreq plugin just monitors, it does not change the governor.
unless the governar is first changed to userspace and then only the speed
can be changed, the governor mode can't. I'm running it on my netbook.

Adding the two metas to quanal desktop as an SRU would be a good idea.
They should stay there until after the next LTS so that LTS -> LTS upgrade
works as well.
