Our config looks like:
CONFIG_CGROUP_MEM_RES_CTLR=y
CONFIG_CGROUP_MEM_RES_CTLR_SWAP=y
CONFIG_CGROUP_MEM_RES_CTLR_SWAP_ENABLED=y

So it sounds like it should work.
