I've had this same problem with netmanager in the past.  It's one of the
reasons why Ubuntu Studio use to come without netmanager.  Back then,
however, there was an alternative GUI to set up networks, which I don't
think is the case now.  Any install without netmanager will probably have
to set-up networks via the command line, which is not exactly convenient. :)
