While that is true, what happens if I am recording with jack... And a
skype call comes in. My sound level is probably pretty good already, but
skype would hit pulse and pulse would change my levels... I would have
stopped recording to take the call, but the levels even for skype will now
be wrong and when I finish my call, I have to reset all the levels again.

I think I will put in a pulse bug report. I don't think it is ever the
right thing to do for pulse to change level settings unless the user tells
pulse to do so, or the application asks for it.
