Please sync nghttp2 1.68.0-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * No-change mass rebuild for Ubuntu 26.04 (LP: #2132257)
  * d/p/lp-2125171-remove-invalid-c23-macro.patch: Fix build with gcc15.
    Thanks to Tatsuhiro Tsujikawa <tatsuhiro.t at gmail.com>. (LP: #2125171)
  * No-change rebuild for libxml2 soname change.

The Ubuntu delta was introduced to remove UINT32_INIT, which does not
exist in C23 and was causing the package to FTBFS using gcc 15. The new
version in Debian has this applied, and builds fine against resolute-
proposed.

Changelog entries since current resolute version 1.64.0-1.1ubuntu2:

nghttp2 (1.68.0-1) unstable; urgency=medium

  * New upstream version 1.68.0
  * Start using signed releases tarballs in favor of tags
  * Remove obsolete patches
  * Removing fetch-ocsp-response -> no longer supported
  * Update copyright to account for source file changes
  * Minor packaging fixes and refreshes
