As a rule of thumb, do try as much as possible not to add any more
packages to the archive, and try even harder when we're talking about
stable releases. If you can make do with what's already there, that's
the way to go.

  [backport] add package to 24.04

Status in rust-threecpio package in Ubuntu:
  Won't Fix

Bug description:
  The Canonical kernel team are looking to add a new `dracut-hwe`
  package to noble universe with the latest 108 release. This is part of
  our efforts to improve cross-builds for kernel and initramfs snaps.
  The rust-threecpio is a dependency of that package which is not
  currently available in noble.

  I will upload a debdiff for review to this ticket once I get the
  package building in noble. It will be based off the plucky-devel
  branch.
