  [FFE] Merge iwd 3.9-2 from Debian unstable (main)

Status in iwd package in Ubuntu:

Bug description:
  ## FFE ##

  iwd should be updated to version 3.9 to get all the bug fixes
  available since the v3.4 release, see the changelog below. 'iwd'
  doesn't provide bug-fixes only versions. Despite that, it looks like
  only one new feature has been introduced since v3.4, but multiple
  issues have been fixed.

  This bug report has been reported in May, and a merge request has been
  opened by the end of July [1]. A PPA (with build logs, etc.) contains
  the new version [2]. I'm using this version v3.9 since then without
  any issues. No errors during the installation / upgrade. The new
  version is the one from Debian with the exact same modifications on
  top of them (no conflicts during the "rebase").

  Note: this is not the first time this software is not updated for a
  while [3][4][5]. Should I apply to get PPU for this package?

  Please merge iwd 3.9-2 from Debian unstable (main)

  Explanation of the Ubuntu delta:

  - New "ead" package, iwd is built with --enable-wired to avoid functional compared to wpa_supplicant (debian: #956457)
  - Recommend network-manager-iwd, remove wpasupplicant conflict to keep the same behaviour as before on Ubuntu and not to remove '*-desktop' packages (debian: #1094603)

  The same modifications from 3.4-1ubuntu1 can be applied on top of
  3.9-2:
