Bug description:
  Rust 1.87 was released on 15 May, 2025. A great deal of packages in
  the Ubuntu archive rely on Rust to build properly, and as time passes,
  the minimal supported Rust version (MSRV) of crucial Rust-based
  packages increases. In order for Ubuntu to provide the most up-to-date
  Rust toolchain, all previous releases must be also packaged in order
  to bootstrap the subsequent release.

  1.87 stabilizes a great deal of APIs and language features, such as
  anonymous pipes[1] and expanding what's possible within const
  contexts. One notable internal change is a transition to LLVM 20[2].
  See releases.rs[3] for a full changelog.

  In the 25.10 Roadmap, the target Rust version is 1.89, so the
  inclusion of `rustc-1.87` in the archive brings us one step closer to
  our goal. Additionally, 1.88 is the current stable release, meaning
  we're getting closer to catching back up to the upstream Rust team.
