Please sync scotch 7.0.7-1 (universe) from Debian unstable (main)
Ubuntu is carrying the diff in d/rules file regarding
-D_FORTIFY_SOURCE=2 to fix the ftbfs (LP #2058094) which is now fixed in
the 7.0.7-1 debian version, there is no longer ftbfs

* Set lower bound >= 1.17 to Build-Depends: mpi-default-dev because at least
one of the two environment variables above, namely
PRTE_MCA_rmaps_default_mapping_policy and PRTE_MCA_plm_ssh_agent, are set at
build time in debian/rules.
