[Bug 2131906] [NEW] Sync scotch from Debian unstable for resolute

Please sync scotch 7.0.7-1 (universe) from Debian unstable (main)

Ubuntu is carrying the diff in d/rules file regarding
-D_FORTIFY_SOURCE=2 to fix the ftbfs (LP #2058094) which is now fixed in
the 7.0.7-1 debian version, there is no longer ftbfs

    Use the new variable name in debian/rules and debian/tests.
  * OpenMPI 5.0 changed the name of the environment variable to set the SSH
    agent from
       export OMPI_MCA_plm_rsh_agent=/bin/false
    to
       export PRTE_MCA_plm_ssh_agent=/bin/false
    Use the new variable name in debian/rules and debian/tests.
  * Set lower bound >= 1.17 to Build-Depends: mpi-default-dev because at least
    one of the two environment variables above, namely
    PRTE_MCA_rmaps_default_mapping_policy and PRTE_MCA_plm_ssh_agent, are set at
    build time in debian/rules.
