Explanation of the Ubuntu delta and why it can be dropped:
  * d/control: add python3-pytest as build dependency and
    disable tests that require internet
  * d/rules: enable unit tests during build
  * d/control: add autopkgtest-pkg-pybuild
  * d/control: add python3-pytest as build dependency and
    disable tests that require internet
  * d/rules: enable unit tests during build
  * d/control: add autopkgtest-pkg-pybuild
  * d/control: add python3-pytest as build dependency and
    disable tests that require internet
  * d/rules: enable unit tests during build
  * d/control: add autopkgtest-pkg-pybuild
  * d/control: add python3-pytest as build dependency and
    disable tests that require internet
  * d/rules: enable unit tests during build
  * d/control: add autopkgtest-pkg-pybuild

The downstream Ubuntu patches got added to the debian package so
autopkgtests are now executed within debian, too.
In addition the package within debian got updated to a newer upstream version.
