Bug description:
  [Impact]

  The "User Settings" button in malcontent-control no longer works
  (opens the actual Users panel) because the 'user-accounts' panel has
  been merged into the 'system' panel in GNOME 46.

  This was fixed in upstream by the following commit, but needs to be
  backported into the current package version in Ubuntu:

  [Test Plan]

   * Find a machine with 24.04

   * Install malcontent-gui
    $ sudo apt install -y malcontent-gui
   * Run malcontent-control, and click "User Settings" button.

   * This patch is picked from upstream, it's low risk.
