Please sync ruby-tilt 2.4.0-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * d/rules: switch to gem-install layout.
  * d/rules: switch to gem-install layout.

Debian also switched to --gem-install layout through
https://salsa.debian.org/ruby-team/ruby-
tilt/-/commit/394e4847e5ad140e0c85ee492d9e9c54d05a2670
