Explanation of the Ubuntu deltas and why it can be dropped:
  * debian/patches/no-implicit-declarations.patch: add missing includes.
    Closes: #1066672.
  * No-change rebuild for CVE-2024-3094
  * No-change rebuild against libssl3t64
  * Fake sync due to mismatching orig tarball.

The only logical delta is the patch for no-implicit-declarations that has since
been included in Debian. (in version 2.4.23-1.6)
