  [SRU] Disable pressure event for Dell haptic touchpads

Bug description:
  [ Impact ]

   * The touchpad vendor decide to disable pressure event from upstream
  for better user experience

   * It will disable pressure event for i2c touchpad devices:
     vid 0x06cb pid 0xcff8
     vid 0x27c6 pid 0x0f61
     vid 0x06cb pid 0xcff9
     vid 0x27c6 pid 0x0f62

   * the touchpad is not able to move cursor on Goodix touchpad (vid
  0x27cb) without disabling pressure event

   * the touchpad is easy to stalled while moving the cursor on
  Synaptics touchpad (vid 0x06cb) without disabling pressure event

  [ Test Plan ]

   * on Dell platform with touchpad that have matched vid:pid

   * left/right button should work normally

   * 2 fingers scrolling should work normally

   * 1 finger drag and drop should work normally

   * 2 fingers drag and drop should work normally

   * touchpad cursor movement should work normally

  [ Where problems could occur ]

   * The quirk match the PID VID only, it won't impact other touchpad
