I found some guidance and improved the package again. Both build-time
tests and autopkgtests are enabled now.
I kept the dependencies unvendored, thought that the 5 /42xx tests that
were failing were a lesser evil. Also these tests are quite minor.
This package is still sitting in this PPA, waiting for review:
git.launchpad.net/~antoinelassagne/ubuntu/+source/directxshadercompiler
on branch ubuntu/devel
It's also uploaded on this clean PPA:

Title:
[needs-packaging] directxshadercompiler
Status in Ubuntu:
New
Bug description:
URL: github.com/microsoft/DirectXShaderCompiler
License: University of Illinois/NCSA Open Source License
Notes: The DirectX Shader Compiler project includes a compiler and related tools used to compile High-Level Shader Language (HLSL) programs into DirectX Intermediate Language (DXIL) representation. Applications that make use of DirectX for graphics, games, and computation can use it to generate shader programs.
I wish to package directxshadercompiler for Ubuntu.
