I found some guidance and improved the package again. Both build-time
tests and autopkgtests are enabled now.

I kept the dependencies unvendored, thought that the 5 /42xx tests that
were failing were a lesser evil. Also these tests are quite minor.

This package is still sitting in this PPA, waiting for review:
git.launchpad.net/~antoinelassagne/ubuntu/+source/directxshadercompiler
on branch ubuntu/devel

It's also uploaded on this clean PPA:
