Bug description:
  This is a merge proposal for `ubuntu-insights` matching it with the
  upstream GitHub repository. The following release, 0.8.0, consists of
  bug fixes and dependency updates.

  * Fix collection in certain localization environments
  * Change section to utils
  * Go dependency and toolchain updates

  Before this version, system metrics collection in certain localization
  environments produced unexpectedly formatted results that were then
  handled incorrectly. The result was inaccurate results at best and
  broken report outputs at worst.
