Please sync fastcdr 2.3.4-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * d/libfastcdr2.symbols: mark symbols as optional to fix FTBFS in ppc64el.

Debian version 2.3.1-2 included a fix for this FTBFS by fixing
architecture-specific symbol substitutions. This delta can now be dropped.
