Bug description:
  We sync speech-dispatcher from debian, where autopkgtests are passing.

  Instead, they fail in Ubuntu infra because it does not expose a
  systemd user instance in the test environment. That is tracked in bug
  2103695.

  We should add a workaround in the meantime.
