I adjusted the dep3 headers a bit, added a changelog entryh, and pushed
to this branch:

Will do a test build and sponsor for oracular if all goes well.
For noble, this will need the SRU process[1]. @hloeung, are you willing
to drive that? If yes, I suggest to start with the template[2]. And it
would also be great if you could supply a git branch like the above, for
noble, in that case.
