[Bug 2073430] [NEW] Automatic Time Zone not working on 24.04

[Impact]

I tick "automatic time zone" in the Date & Time settings, it does
nothing, and when I return to Date & Time, the option is unselected
again.

This system is a fresh 24.04 install.

[Test Plan]

 * Find a machine with 24.04

 * Launch `settings` and enable "automatic time zone" in the Date & Time
settings, and close `settings`

 * Launch `settings` again to check "automatic time zone" item.
