[Bug 2064928] [NEW] Please merge cython 3.0.10+dfsg-5 from Debian unstable (main)

(Caution: I'm the maintainer of statsmodels but not cython3, and have
*not* checked whether this would actually work.)

statsmodels 0.14.2 is currently unable to build because it build-depends
on cython3 (>= 3.0.10~), which Debian has but Ubuntu has not.

The Ubuntu change (Drop python-numpy build-dependencies on i386) still
appears to be needed, so this will need to be a merge not a sync.
