Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild for CVE-2024-3094
  * No-change rebuild for CVE-2024-3094
  * No-change rebuild with Python 3.12 as default
  * No-change rebuild for boost defaults change.

Hardcoded dependencies dropped in Debian, including same changes as the
Ubuntu delta
