Title:
Sync translate-toolkit 3.13.0-1 (universe) from Debian unstable (main)

Status in translate-toolkit package in Ubuntu:
  Fix Released

Bug description:
Please sync translate-toolkit 3.13.0-1 (universe) from Debian unstable
  (main)

Explanation of the Ubuntu delta and why it can be dropped:
    * d/control: Fix runtime dependency. (LP: #2060729)

The Ubuntu delta adds "python3-cheroot" as the runtime dependency,
but Debian maintainer has responded to the bug report at
  https://bugs.debian.org/1068728 and has said:

python3-cheroot is in Recommends for python3-translate — it is expected
that all packages listed in Recommends are installed. In cases where the
user chooses not to install recommended packages, they will sort out
  anything that doesn't work.
translate-toolkit supports a very large number of formats and has lots
of niche features that aren't going to be used by most users don't want.
As is common in Debian, we allow users to minimise their installation by
only using Recommends rather than Depends in places such as this.

imho, its a fair point and the Debian package description has also added the following point to make it more clear.
Support for specific features and formats requires various additional packages to be installed. These are listed in the Recommends for the python3-translate package.
