Bug description:
  [Impact]

  The version in oracular introduces a new package, dh-dlopenlibdeps,
  which is a new build dependency of systemd, that we need to use in the
  upstream CI when building systemd in noble images to ensure Ubuntu is
  covered by the integration tests

  [Scope]

  Backport version 0.13 from oracular to noble-backports

  [Other Info]

  The existing package in this source is unchanged, and the new code is
  in the new binary package that has no reverse dependencies in noble,
  so risk is very low. This will make possible to continue building
  systemd git main in ubuntu noble. No source changes are required, a
  changelog-only upload is sufficient.
