Explanation of the Ubuntu delta and why it can be dropped:
  * d/rules: export CFLAGS from dpkg-buildflags
    to pick up the -fno-omit-frame-pointer flag
  * No change rebuild for 64-bit time_t and frame pointers.

The change in d/rules was done to fix a FTBFS on armhf as mentioned
in the comment at https://git.launchpad.net/ubuntu/+source/tftp-hpa/tree/debian/rules#n9

The new Debian package has been built on a PPA and it builds properly
without this change on all ARCH. The builds of tftp-hpa can be seen at
https://launchpad.net/~sudipmuk/+archive/ubuntu/test-ppa/+packages and has been
built as "tftp-hpa - 5.2+20240610-1~ppa1".

There are no autopkgtest for this package so I have not requested anyone to
trigger one from the PPA.
