environment, most likely due to the proxy.

30927s     overridden_dns_resolution_with_hickory_dns_multiple

It's presumably an upstream regression, and/or a proxy bug, but coming
up with an upstream fix is probably too involved for me to handle, so
I'll just skip the tests instead.
