  [needs-packaging] libdfx from Xilinx

Status in Ubuntu:
  In Progress

Bug description:
  libdfx is one of the essential libraries to enable Xilinx product on
  Ubuntu. It provides functions that will be used by `dfx-mgr` app to
  manipulate the fpga on the boards.

  Package is stable on upstream side so the risk of importing it into
  Ubuntu archive is low.
