Explanation of the Ubuntu delta and why it can be dropped:
  * No-change upload with strops.h and sys/strops.h removed in glibc.
  * No change rebuild to pick up -fPIE compiler default
  * util.h: Add a declaration for Get_Hostbyaddr.
  * client.c: Include util.h to fix implicit function declaration and pointer
    conversion.

Current Ubuntu version uses an ancient version of debhelper and is FTBFS because of it.
The version in Debian was updated to use debhelper-compat (= 13).

The Ubuntu delta seems to be merely warning fixes relating to implicit function declarations,
the current Debian package builds fine in Ubuntu.
