This branch looks a bit odd to me. It looks like you have prepared it as a merge, but you only intend to make one change, right? I.e., you are proposing:

* ubuntu d/rsyslog.service ProtectHome=no (LP: #2051405)

If that is the case, your MP should just be that commit (and an update changelog commit) on top of pkg/ubuntu/devel, and the MP target should be pkg/ubuntu/devel.
