While I agree with the sentiment, it's better to submit the patch to
Debian instead, it's not worthwhile to introduce an Ubuntu-specific
delta for this in a universe package as it would mean that instead of
being automatically synced someone will have to put in manual work to
keep it updated.

  Won't Fix

Bug description:
  The tests during builds have been disabled in Debian as they were failing.
  But the tests are failing because they are trying to run parallelly and thus causing errors.
  All the tests pass if we disable the parallel builds.

  imho, it is better to keep the tests enabled to catch any problem and
  disable parallel builds.
