[ Impact ]

 * There is no cursor in Xorg session when output from AMD Navi3.x dgpu

[ Test Plan ]

 * Test the on the DT with AMD Navi3.x dgpu

 * Attach external monitor to AMD Navi3.x dgpu

 * Switch to Xorg session when login

 * Check if cursor is appeared and works properly

[ Where problems could occur ]

 * The implementation checks DRM_CAP_CURSOR_WIDTH and
DRM_CAP_CURSOR_HEIGHT and fallback to original implementation if kernel
can't report the caps.
